The reconciliation and joining project of North and South Korea proposed to Messrs Sep Blater and Kofi Anan , Head of FIFA and secretary General of the UN respectively , may still implemented taking into account the recent crises in the Korean Peninsula .

Also , the proposals made with regard to the changing of a few soccer regulations including making the World Cup games biannual and omission of the offside rule .

A Proposal for the Biennial World Cup
It was faxed to FIFA twice. A plan for making the World Cup biennial was faxed about the end of November 1998. About two months later , the president of FIFA, Mr. Sap blatter , announced it in public. The next sketch was faxed in January 1999, the copy of which was sent to the United Nations and The Korean Embassies. We proposed that:
Football World Cup Games be held in 2000 as an exception.
