Dear Mr. J.S. Bllater, the chairman of Federation Internationale de Football Association (FIFA)

As you know, I, the undersigned, Riahi, the manager of the website of www.SportDiplomacy.ir faxed my first proposals package to you on 12 Nov., 1998. My proposals package included “Intelligent ball (goal ref)” to ensure the goals, “Increasing the number of referees in football matches”, “Holding World Cup biannually” and others. After some days of receiving my proposals, you announced the plan of “holding World Cup biannually” via mass media. However, it is immoral to approve the plan of using intelligent ball and increasing the number of referees in FIFA and IFAB without mentioning the name of our website (www.FootballDiplomacy.com) as the main proposing authority. For this reason, we intend to lodge a complaint against FIFA with CAS and other international competent judicial authorities because we have already registered the above-mentioned plans in our own name. FIFA is required to announce that the above-mentioned plans have been proposed to FIFA by our website to reserve our intellectual and material rights through its spokesman via mass media within two weeks effective the date of receipt of this letter. Otherwise, our attorney will be allowed to lodge a complaint against you, FIFA and four British members of IFAB (from England, Wale, Scotland and Ireland) and to submit the relevant supporting evidences and documents on the following grounds:
1. Not being loyal and honest;
2. Not applying copyright rules (intellectual patent and material rights);
3. Not applying moral rules and principles;
4. Abuse of your professional position and status for your personal interest;
5. Not respecting the opinions and personality of football fans and lovers.

Your kind attention would highly be appreciated in advance.
