New plan of FIFA for using intelligent balls and increasing the number of referees was put forward by an Iranian person for the first time in 1998. According to the report of ISNA, Mr. Pouya Adam put forward some suggestions in five clauses in Football diplomacy website for making football games more attractive on 12 Nov., 1998. In clause I, it was proposed that World Cup should be held once every two years.

In the said site managed by him, Pouya Adam suggested that since countries are able to host World Cup in the 3rd millennium, football tournaments should be held once every two years. However, the above-mentioned suggestion was put forward by Mr. Sap Blotter before World Cup 2002 which was disagreed by the Society of Football.

This creative Iranian person put forward a suggestion for increasing the number of referees in the same year of 1998. He suggested that the number of referees should be increased to 7 persons. The same suggestion had recently been put forward by Sap Blotter and welcomed (by Society of Football).

In his site, Pouya Adam presented a plan for using Laser cameras for gate line, which was put forward and will be executed by FIFA as soon as possible. The said plan was executed before World Cup 2006, Germany and ended in success. Pouya Adam also put forward some suggestions for holding Championship Cup for the best and strongest football team of the year.

He suggested that a tournament should be held reach year for the champions of the leagues of the continents, national teams, champion of world nations cup and champion of World Cup for determining the best football team of the year.

According to the above-mentioned report, the above-mentioned plans are put forward by FIFA authorities without mentioning the name of the original propose.
