🔵 Under this plan, both sides would bear significant costs, yet achieve their principal objectives—so that this may be the final conflict in the Persian Gulf and the Middle East.

A.
Proposed Measures

1. The two-state solution and the establishment of an independent Palestinian state should be recognized by the United States and Israel and fully implemented in accordance with United Nations laws and resolutions.
2. Iran should retain the right to enrich uranium up to 3.5% for peaceful uses, including power generation, medical, and industrial purposes.
3. All Iranians should be included in a general amnesty and national reconciliation.
4. Iran should retain the right to possess missiles and drones with a range of up to 400 kilometers.
5. The withdrawal of all American and foreign warships from the Persian Gulf and the Gulf of Oman.
6. Full recognition of Iran’s territorial integrity, including the three islands, by the United States, Israel, and the European Union.
7. The lifting of all sanctions on Iran.
8. Israel should become an official member subject to oversight by the International Atomic Energy Agency.

Additional Commitments

9. Iran should hand over all highly enriched uranium to the International Atomic Energy Agency, except for the percentage required for peaceful electricity, medical, and industrial uses.
10. All Iranian nuclear facilities, research centers, and industries should be placed under full supervision of the International Atomic Energy Agency.
11. Free elections and a referendum should be held under United Nations and international supervision to facilitate a democratic transition and establish a constitutional assembly.
12. Release of all political prisoners.
13. Formation of a one-year interim government led by Seyed Mohammad Khatami and Mir-Hossein Mousavi, with executive deputies including Mostafa Tajzadeh; a majority of effective members and cabinet ministers to be selected from among political prisoners.
14. Retirement of all senior commanders of the Islamic Revolutionary Guard Corps and their non-involvement in politics and national affairs.
15. Integration of the IRGC structure into the regular army.
16. Dissolution of all proxy and paramilitary forces inside and outside the country.

● The most effective guarantee for implementing this plan could be political and economic relations between the European Union and the Arab League with the principal parties to the conflict, namely Iran and Israel.
● The best method for verification and to prevent disputes among the public would be to submit this peace plan to a referendum of the Iranian people.

Constructive flexibility toward the Iranian nation—not in the face of foreign powers.

A Clear and Positive Outlook

■ With the full and transparent implementation of this plan, most Islamic countries would recognize Israel and establish diplomatic relations.
